Procurement Manager Mobile
•Degree – business, finance or (telecom) engineering
Knowledge and experience
•Minimum 2-3 years direct Procurement experience gained in Mobile telecommunications
•Other experience in Project Management, RFP development, Contract and Supplier management
•Knowledge of mobile telecommunications networks, basic understanding of technology required and/or strong affinity with related areas
•Good working knowledge of MS Office applications
•Fluent in English (written and verbal)

•Excellent relationship management skills and ability to work well with a wide range of parties including corporate departments & affiliates, vendors and other external parties
•Excellent communicator and good team player with strong customer focus. Ability to work independently and take decisions as and when required.

Lead procurement activities for UPC’s MVNO business with regard to Handsets, SIMs, Accessories and supply chain 3rd party selection on local, regional & global level including related key contracts. The Procurement Manager Mobile has the goal of achieving continuous cost reductions in total cost of goods and services procured (TCO) while improving product quality, vendor service levels and improving strategic relationships.
Manage Handset portfolio and accessories
•Define and implement short term (< 1st year) and long term (>2 years) strategy for device sourcing and ranging in cooperation with the UPC affiliates
•Define & implement short and long trems SC 3rd party choices, acting as the procurmenet SPOC for the gloal SC organisation.
•Responsibility for selection of aggressive handset and data product deals to ensure successful MVNO launch in applicable UPC territories
•Link pin between Marketing, Supply Chain Management and UPC affiliates and TLN
•Lead negotiations, in collaboration / consultation with Marketing, etc., for framework agreements and attractive commercial deals including marketing funds and joint promotions to enable UPC propositions and campaigns
•Improve quality of vendor services (supply chain & aftersales) and handset performance on the UPC network by defining and monitoring KPIs and key supplier reviews
•Define and build strategic relationships with local and international handset and accessories manufacturers and distributors
Lead vendor selection process for Mobile related key contracts
•Lead cross-functional team in strategic sourcing of:
oPan-European SIM card vendor(s)
oInternational roaming partner(s)
•Additional network components / functionality (i.e. Application / Premium Gateway) Conduct vendor risk and credit checks (where appropriate) together with UPC Corporate Finance as part of Vendor Management process
•Establish pan-European framework agreements with strategic vendors and monitor compliance
Affiliate support during Mobile deployments
•Develop workshops to timely train and prepare affiliates for MVNO deployment
•Develop deployment scripts and checklists, contract templates, policies and procedures
•Affiliate guidance for local contract negotiations (i.e. premium SMS, IC, etc.)
Communication with key stakeholders
•Ensure relevant contracts on Procurement Intranet sites (UPC, LGI, TLN) are maintained
•Liaison between corporate Mobile suppliers and affiliate procurement teams for all issues & escalations
•Procurement lead in MVNO work stream
•Report and present project progress to VP Mobile Development and Executive Management & Local TLN relevant Management
